The file extension RTC identifies a file containing a Rich Text Format (RTF) document in compressed form. This format is used by the word processor WordGraph for own files. An RTC file can contain text as well as style instructions such as font, font size, paragraphs, and text formatting such as bold or italics. In addition, images, graphics and tables are possible. WordGraph also has the ability to password protect the file so that it can not be opened properly without it.
WordGraph is also part of the SSuite Office package.
Most often resolving problems with opening RTC files is very simple. Just install an appropriate program that supports such files. All of the listed programs support RTC files, but may vary in offered function and purpose. Some programs may be capable only of viewing contents of RTC files or offer file conversion options, but may not be capable of editing such files.

This may happen because no default application was associated with this type of files. To associate RTC files with given application, select "Open with" from drop-down menu (accessed by right-clicking on the file). Then select from the list the program or application you want to be used to open this type of file. If the AutoCAD Civil applications is not on the list, select "Browse" option in order to manually locate the directory where AutoCAD Civil has been installed.
Sometimes problems with opening RTC files may not lie with the application itself, but can arise due to other causes, such as:
