The file extension PTL was used for title files of the video editing software Premiere. These files contain graphics or text and can be added to the timeline like video or audio files. Ptl files are automatically assigned transparency information.
It should be noted that PTL files were only used by older Premiere versions (bis.6.5), the new extension is prtl. However, the new Premiere Pro CS versions can still import PTL files.
