The file extension PIPL identifies Samplecode Colorpicker, ie example code files for the color selection function of the Adobe Photoshop 5.0 SDK. The Photoshop Software Development Kit (SDK) is a development kit for plugins and programs that communicate with Photoshop and access Photoshop features.
Photoshop itself can not handle PIPL files.
Most often resolving problems with opening PIPL files is very simple. Just install an appropriate program that supports such files.
