ACF files are so-called Adobe Photoshop Custom Filter files, so filter files for the image editing software Adobe Photoshop. When calling the Custom Filter via 'Filter-> Other Filter-> own filter', a matrix appears in which one can enter values for so-called weightings for scaling and offset.
Using this matrix and the underlying mathematical functions, you can achieve many different effects, such as emboss, invert, or sharpen. If you have created a usable value matrix, you can also save it. The created ACF file can later be reloaded or used for batch processing.
Most often resolving problems with opening ACF files is very simple. Just install an appropriate program that supports such files. All of the listed programs support ACF files, but may vary in offered function and purpose. Some programs may be capable only of viewing contents of ACF files or offer file conversion options, but may not be capable of editing such files.

This may happen because no default application was associated with this type of files. To associate ACF files with given application, select "Open with" from drop-down menu (accessed by right-clicking on the file). Then select from the list the program or application you want to be used to open this type of file. If the Steam applications is not on the list, select "Browse" option in order to manually locate the directory where Steam has been installed.
Sometimes problems with opening ACF files may not lie with the application itself, but can arise due to other causes, such as:
